And also a member of the advisory body to the Minister of Digital Affairs in the field of artificial intelligence. And what do you think, is it true that we can blame everything on the European Union, or are many of the things that are so unfavorable and, in my opinion, are the result of our excessive, well, not ambitions, but the desire to be more papal than the Pope? Oh, very often. There are many examples in which Polish regulations, in which I had the opportunity to participate, basically eliminated them. Such examples, such examples of overzealousness. A great example of such overzealousness, apart from KSEW, is the situation from five years ago, in which an attempt was made to impose on the transport industry the obligation to provide every driver posted to European Union countries outside the European Union with accommodation. Well, quite amazing. We then checked the provisions of the EU directive in their original versions. And it turned out that there was nothing of the sort there, that these were simply, to a large extent, inventions of Polish officials, who were perhaps motivated by a certain kind of need, because it's hard to think, hard to assume that they themselves came up with such an original idea to organize an apartment for an employee, for every employee, I will emphasize once again. Well, this is something unprecedented. Well, this idea was obviously supposed to have an effect in the end. limiting the competitiveness of the Polish transport industry. Well, it is known that an average transport company with 100 drivers will not organize 100 apartments. So that's why I'm saying that I would be very sensitive to the thesis or hypothesis about possible needs and moderating a certain narrative directed towards Polish officials, but also politicians. Well, ladies and gentlemen , an identical situation took place in Regulation 1071 of 2009 also for the transport industry, where Polish officials required for a certain and longer period of time the provision of a fully equipped transport base. Meanwhile, when we read the original versions of these EU regulations, it turned out that there is a plural form of device, from the word device, meaning any two devices, so it could have been a hammer and a screwdriver, right? Polish officials have added to this requirement, so in many cases one cannot blame the European Union regulations. Well, the editor mentioned that we'll leave it for dessert, but I can't help myself. Well, the KSE is identical. Let's pay attention, when we read the European Union directive, there are two key articles, I think 218 and 230, probably the second one or around 232, and there and there it is expressly stated that member states can introduce such a system, they can introduce it, but they don't have to , but that's not enough. To introduce such a system, this directive states that it would be necessary to obtain a special permit from the European Union in advance, meaning Poland also applied for a special permit to introduce this system because it could not introduce it automatically. So you see, this whole narrative of politicians on both sides is so funny because both sides, both the previous government and this one, because Kset started under that government and ended under this one, both of these governments actually introduced this electronic system as an extra program. How is it in general, why was this system created in Poland and what is its genesis? Its origins date back to the European Union's plans, which assume that by approximately 2030 a European IT system will be created that will monitor 100% of VAT circulation, let's call it that, because in reality it only concerns VAT. Well, well, because VAT is an element of the EU contribution, right? Yes, but that means that the European Union assumed that this permanent surveillance, you could say, is a classic example of open intelligence, because from my perspective it is a classic example of open intelligence, well, it will be introduced in 2030. Why did individual member states such as Poland decide to introduce this system? This is not clear to me, and it is doubly unclear, because I must say that there were quite extensive public consultations. Originally I thought there might have been a sham public consultation. It happened like that. An example of such, in my opinion , fictitious public consultations was the consultation on the tobacco excise tax on so-called heated tobacco, right? i.e. not the one burned, but the one heated. However, here I assumed that the situation might be similar, but no. But in the meantime, it turned out that both under the first and the second government these consultations were very extensive. But in connection with the above, this, but he will come back to these consultations in a moment. However, I would like to focus here on the original issue with which I started, i.e. these regulations did not have to come into force at all, and it may be that overzealous officials decided to create regulations that would allow them to permanently control and surveil entrepreneurs, of course indicating in the justifications that this probably serves to tighten the system. or what I consider equally likely. I have been talking about this for a very long time in all kinds of media, because in my professional life I have encountered situations that, unfortunately, I cannot talk about officially, but they are part of my life, my experience. There is a huge influence of external factors, let's put it this way, various kinds of agencies of influence on officials. who in good faith, prompted by these needs, de facto implement an agenda representing the interests of other countries or groups, and so on and so forth. What could be the reason for this? Well, look at this KSEW. Who built it? It was built, formally speaking, by, well, you could say, Polish capital. two large Polish companies. It is said that the two largest Polish IT companies are not entirely true. When it comes to capital groups, there is at least one larger capital group. It is very strange that the stock exchange did not create this , because it is an institution dedicated to this, one might say . Dedicated. Yes Sir . Well, the situation was interesting, ladies and gentlemen, because you must know, Professor, if he is aware, he will perhaps correct me if I am wrong, that the Polish transport services market was the second largest market in Europe. That is, Polish companies were in second place after Lithuanian companies, or rather Lithuanian transport companies were in first place, and suddenly, at a certain point, it turned out that the Polish push for power in the transport market was becoming a nuisance, and in other countries, various problems arose from French carriers, especially German ones, who held the third position. So it may be that what the professor was kind enough to say, namely this silent lobbying around officials, is an element of international competitive lobbying. Of course, we are presented with some kind of parafan intellectual screens that explain to us that these are requirements of the European Union or EU regulations. However, in reality, this is simply the result of hard lobbying, which takes place not even at the European Union level, as we sometimes think, but at the level of Polish regulators with the use of European competitors from our own industries. It was even better this way, because for 10 years Poland had first or second place in kilometer transport or cabotage. There was probably a year when we were first in both. From 8.5% there was such a year to 13.5% of the total GDP was generated by one industry. Yes Sir . Exactly. Simply gigantic services. It was a gigantic great success there. a great social success as well, because you have to notice that this transport pumped out almost 800,000 unemployed people from the countryside, right? And it also happened that people were returning, for example, from abroad to Poland thanks to the emergence of a very attractive salary market, because at one point the salary there was probably 12,13,000. Of course, it still remains that way , because it is a European wage, I would say. Due to the accident, drivers received mostly from eight thousand to a dozen or so. Um, of course it was also the result of a certain wisdom of the entire transport community and association. Very strong associations, not only the association that I founded 16 years ago, the Nasza Droga association, but ZMPD, and above all the powerful OZPTD association. And we joined forces. Let's say this, Professor, really, before we move on to Ksef, let's talk about it, because it was a gigantic success of Poles who were able to come together, because these exchanges that were also created for this, because Professor will probably answer this in more detail, but here, ladies and gentlemen, freight has been optimized. These are truly amazing things. Please praise the industry and tell stories. Yes, yes. Ladies and gentlemen, the genesis was such that in 2010, in building G, i.e. the one on the left as you enter the parliamentary complex, the famous subcommittee meeting took place, in which I had the opportunity to participate on behalf of the social factor with representatives of the government, the Ministry of Infrastructure, and we then proposed that per diems and accommodation lump sums be exempt from taxation and taxes. I remember that at that time there was a director sitting diagonally and he did n't really like the idea , but we said: " Listen, 2/3 will be exempt from contributions, but this 1/3 is still very highly contributed, and the net amount will be very high, and the industry will make money on it." So what did it turn out to be? And it turned out to be a brilliant idea, because the net salary was very high, the employees wanted to work as drivers. They often abandoned other professions even after graduation to become drivers because they could not earn such good money anywhere else. At the same time, they still had decent social security. And this meant that we had the cheapest transport in terms of personnel costs in the European Union. This caused a gigantic explosion and this was this, this is such proof of the validity of the Lafer curve. Well, please note that this is the direct equivalent of Lafer's Itza. I fully agree. Absolutely, the Lafer Curve plays the perfect role here. Mhm. And so we remained the leader for a dozen or so years. Later, the so-called German minimum wages were introduced , but we managed them brilliantly because we took advantage of Article 3.6 of the European Union directive, which stated that non-taxable and flat-rate wages could still be exempt from contributions until the European Union took a firm stance on us and introduced the mobility package, but that would n't have killed us as a transport industry yet. Unfortunately, it was the Polish legislator who finished us off. Well, in 2022-23 he carried out two famous amendments to the Act on Drivers' Working Time , which he said he wrote that drivers of international road transport are not on business trips. This is a disaster. This provision is a disaster on two levels, because firstly, it caused the entire salary to become subject to contributions and taxes, and this caused us to lose all competitiveness overnight. I mean, there is no reason anymore, there was no reason to employ Polish companies, because we were not better at anything. The job market lost out on this. Well, this is what the governments and the labour ministers of the two successive governments cared so much about, but they did not pay attention to the fact that in this way they were killing the labour market. What is even worse, labor courts, especially the Supreme Court, the Chamber of Labor and Social Policy, do not accept at all a situation in which an employee of international road transport could not be paid a daily allowance and rycard. and they say and award these allowances and lump sums under a completely different name, directly from the benefits provided by the Civil Code, so in every possible way this situation is a loss for the transport industry, because we are waiting for another wave, it has already started, because we already have another wave and almost 10 lost lawsuits, so we can say that there will soon be 100 of them, after 100 there will be several thousand, just like in the previous waves. So, from the skin that lays golden eggs, politicians and officials, for the sake of their needs, perhaps some agencies of influence, because I hope that it was not only and exclusively innate abderation that decided about it. Well, to put it colloquially, they slaughtered the goose that lays the golden eggs. Well, no one would do that. No entrepreneur would manage his income resources in this way, right? Especially since this industry has been undergoing enormous modernization. Poles were buying, well, very large purchases were made of new machinery. People were leasing the newest trucks, so Poles also had a very modern fleet, so they were also competitive. Even further, please note that in general, French, German, Dutch and Belgian companies moved to Poland because labor costs were lower here . I mean, where did they pay taxes? In Poland. Not in Germany, not in the Netherlands, not in France, not in Belgium. Well, I guess it's fantastic for us that they paid taxes here, because usually it 's exactly the opposite. In view of the above, how could you attack your own industry? Well, three months ago I was at a meeting with the Minister, Deputy Minister Gajewski. This is the Deputy Minister of Labor and Social Policy. I made an appointment with them regarding this exact matter . There were five of these officials sitting there, including two of us, two from our office, and also the director, Mrs. Anna Jźmierz Góra. And this minister pontificated to me for 8 minutes about how the left has come to power and they will equalize the rules of social coexistence if things are going well for the workers now. This will not take into account that it has just killed the job market for these workers. Well, well, this shows how short-sighted these officials are, but also how uneducated they are, because look, the same Ministry of Labor a few months ago came up with the idea of shortening the working week to approximately four days, actually four days and a half, and I converted that into the number of working days and I converted it into the number of hours per year, on a scale of the entire industry, because we have 15.5 million people in the labor market. Well, for the first time in 15 years there will be over a million unemployed people, which has not happened for so many years. shocking data. And please note that there were some gigantic, I don't remember now, I don't want to be imprecise, but astronomical values ​​of working hours and workdays that Polish workers will not perform for the Polish state, not even for the employer, the Polish state, meaning that by that many millions of hours of work we would be less competitive with France, Germany, and so on. That was the point , because please note that why France in particular promotes the Netherlands also promotes a four-day working week, because they introduced it in their country, it kills their economy. They are uncompetitive because from the same number of people, excuse me for saying it so rudely, right, from the same number of people, people, employees in the labor market, they get a much lower return, right? less efficiency, much less efficiency, because they simply work less. There are the same number of people, there are the same number of employees, but they work drastically shorter hours. So, in connection with the above, instead of coming up with the idea to cure this sick situation in oneself, one will come up with the idea of ​​​​competing over the regulations in others, right? He will come up with the idea that he has finished off the competitiveness of our economy. So please pay attention, because when you talk about, when you think about and talk about some kind of external agency, people may think that it's like in a spy movie. Well, now, as you see it in the context of numbers, it means that the same population, the same number of people generates drastically less of this overall well-being in France than in Poland. Then you understand that this is no longer a conspiracy theory. This is a natural consequence of their economy, right? Therefore, you need to be very vigilant. In general, I think that in Poland, if, God forbid, something would never happen , because I never had ambitions, but I became prime minister, I have often wondered what decision I would make. The first decision would be to increase counterintelligence, both civilian and military, by at least 30 times. Not 10 times, but 30 times. This is the basics of the basics. And first, to do anything, you must first be able to protect yourself and defend your territory, your interests. The second decision would, of course, be to increase, drastically increase, economic intelligence. This is a normal situation in the world. Why should we suddenly be, right, less pragmatic than everyone else in the world? And the third one would be different, right, it would be strictly economic and in my opinion it would aim to reflect the principle and the Lafer curve. Because, because, because when we can defend ourselves, when we are already economically offensive, at this point we actually need economic sovereignty, which means we need our own money, our own money resources, which means we need our entrepreneurs, because money, contrary to what most politicians and most department directors think, and we've known them for 26 years, well, a huge amount, it's never happened , most of them have never worked anywhere in the private market. Of course, so they think that it comes from the budget, that there is money from the budget and there is simply money in the budget. They don't know that SMEs produce 50, they say 45, 50% of the entire budget is SMEs. and all companies and they contribute together with the state-owned companies, they contribute about 80% of the entire budget, and 20% are other levies, a huge part of which are also companies, because of concessions, because of mandates, because one of such mandates increased revenue year-on-year from 750 billion million to 350 billion, because That, because it's a billion, and the entire budget is 400 several dozen, right? Well, please pay attention to the fines themselves. And who pays the fines? Well, to a large extent, at least because entrepreneurs, well, that's what entrepreneurship is all about, being active, it's a side effect. So we still pay a huge portion of these levies, the remaining 20 percent, these concessions . It's a shock, because very often employees think that their, that the PIT is like a tax on their, on their PIT, that it's high, but please pay attention to the statistics there. This is a few percent. This is what may seem intriguing. But apart from that, how does the employee pay, because it is often said that the employee pays. Well, we are the ones who actually pay this tax. We only pay for ourselves and the employee. Well, the employee is not really interested in how much tax we will pay, but only in what net income he will receive. So this is where the ideas came from to completely eliminate the personal income tax from people who work in the public sector. Because this is complete nonsense, right? there is no need for the work to be net here, since it can be grossed up and this is basically without any conflict with logic. Because then, ladies and gentlemen, the costs of servicing all those taxpayers who live solely in this sphere disappear. But this but this leads to deeper reflection. Because if it is so that we support, let's say, 90% of the entire state, that is, we entrepreneurs, well, all entrepreneurs support, because how is it that we have employed ourselves as a side effect of the need for the functioning of the state, we have employed ourselves civil servants, then how can it be that the same civil servants whom we pay, they constantly attack and destroy us. How can it be that judges... You see, Professor, why I wanted to return to the transport industry before the KSEF, because first you simply need to explain certain subtleties resulting from, I would say, the fact that we are simply killing the goose that lays the golden eggs in an unbelievable way, because unfortunately it reminds me of what happened in Poland in the 1990s, when businesses that cost some or could have generated billions of dollars in income were killed by bribes worth millions. And this scale is simply unimaginable, and indeed the scale of the lack of imagination on the part of the official, aware that we are dealing here with a permanent butterfly effect at every step, where by interfering with the system, not understanding the rules and having little imagination, they cause a gigantic expansion or even depressurization of this quite precise model within which we all function and, in principle, should function, that this is an element that is worth protecting from overregulation. This does not mean that it is worth it, but that we are entitled to it by virtue of the constitution. Officials have a duty, they have a statutory duty to protect us, and they have a moral duty because we are the ones who feed them and their families. It is extremely important that it resonates so well, that it reaches you. We are not asking for grace. We demand the right to dignity that is due to us both from the constitution and from what I would call moral laws. Well, if you support someone, if you take care of someone's strange family, because that's how it is, because our work is only about remuneration, then it's probably obvious that they should respect us. Because if they don't respect us, we simply won't be here. If we are not there, there will be no money for their salaries. There is no reflection. I go to offices. Recently I was at the director of the Social Insurance Institution ( ZUS) in Rzeszów and I said to him: "Mr. Director, please take another look at this case you're adjudicating, because in my opinion, and you've specialized in labor law for 26 years, you're violating the fundamental principles of labor law by trying to impose sanctions on this entrepreneur who employs a lot of workers there. No, I sat there for two and a half hours, not from Warsaw, the position came, came, came, and he was interested in the position, but he broadcast this decision. Of course, I don't use it as an application museum. And of course, I travel around like this, sometimes the effect is greater, sometimes the effect is less, but I travel around and talk to these directors, these officials, because I try to instill in them the principle that the money for their salaries and those of their subordinates comes exclusively from us, and that we expect them to make these decisions in accordance with the letter of the law, not against the law, just to count on maybe a temporary, temporary profit resulting from some kind of goals, that They temporarily recovered more funds for the additional fees, right? Because it's also an incredible system. If they award a penalty, they get a percentage share. It's a pretty shocking system, because everyone wants to impose the highest possible penalty. But we'll end this eventually, because, you know, I think the patience of entrepreneurs has run out, but so has all of ours . And the truth is, mine has run out too, because, you know, our law firm is quite large, with dozens of lawyers from all over the country, because not a week goes by without us having several to a dozen administrative or similar cases. Administrative cases, in which decisions are based on extreme applications, contra legegna, are prohibited. Contra legem is prohibited. So, if the regulation states that "a" cannot be read, it's "b" because otherwise the entrepreneur would be trapped, because they couldn't have guessed, right, a priori, that the official would decide it in "b" way. The Supreme Court case law also prohibits this. and the Constitutional Tribunal 100% of the doctrine, but officials are massively violating this principle, but so are judges, and we said pasta. I say unfortunately, because if it weren't for the hearts of the bees, they wouldn't be attacking international corporations that don't pay taxes in Poland. Only it is easier for them to find poor Kowalski's grandmother who sold oscypek cheese there and didn't issue receipts in Zakopane, it is easier for them to walk around and rub it. I apologize for this unscientific term, but it well reflects the essence of the issue and probably the emotions. And ladies and gentlemen , these emotions are also important. Well, maybe they're going out with me somewhere, these emotions aren't important. Well, ladies and gentlemen, we can't remain so polite and courteous forever. I mean, I'm not saying we should be rude. To be classy, ​​polite, but to be relentless, absolutely offensively relentless, and we are acting, ladies and gentlemen, we will cover up all the courts. If after the first or second month most courts receive, or a significant number of judges in courts receive, disciplinary motions, this will immediately spread throughout the community, because the community is not large. Word will spread immediately and the community will realize that something is happening. After all, we do n't want to hurt these people. We have nothing against judges as such, because we have nothing against the state as such. On the contrary, we are the state, we are building it. Only that we expect an element of implementation of the basic principles arising from the constitution, the right to a fair trial. So I think this will spread quickly. Of course, there will be some kind of rebellion for a while , because there is this kind of displacement effect everywhere, right, in the judicial community, when suddenly, after decades without, one might say, such critical, almost absolute power of judges, suddenly society starts demanding decisions that are consistent with the content of the regulations and the scope of norms, then at first there will certainly be some discomfort on the part of this community, but over time this community will understand that we are not attacking this community, that we are respecting them. This is what they are really expressing, right? They express respect for. Respect for science. Yeah. Well, what are scientists for? Why do we teach this law, these principles of legal interpretation? Well, why do we teach this to these students at these universities ? Well, if some judges do not intend to apply it and officials do not intend to apply it, then let's abolish these law studies and just randomly appoint someone as a judge. He does n't need this law anyway. I want to emphasize this again, I am not saying this to all judges, because there are wonderful judges, but a huge part, even you do not realize how huge a part of these judgments are unfortunately just that flawed. Exactly . And now we can calmly return to KSEFU as an element that you also touched upon somewhere along the way, because it is, I will admit honestly, and you know that for many years I worked on projects, well, on the border between internet advertising and also things related to IT implementations. So when I started looking at the whole KSEF, I also started reading what one of my old libertarian colleagues had found out about IT issues. I will not quote it to you, not because Grzegorz Szwiderski is not an authority for me, because it was Grzegorz Szwiderski who conducted a certain audit of this system, probably as one of the first in Poland. I encourage you to look it up, because he shared the sources of his tests. This is very interesting because Grzegorz is a libertarian and also works in this open source space, so when building his solutions, he immediately built models that he shares, which allow us to verify his methodology, verify his work and analytics at KSEFI. Well, anyway, if you look at it from a purely technological perspective, I won't talk to you about it, Professor, but I will tell you a little bit here . Well, if you look at the precision of project management on the border of IT, absolutely all the rules were broken here, starting even with system design, from system architecture, from building with IT specialists the idea for the entire KSEW from the very beginning to the very end. Because if you build a gigantic system that also causes gigantic risks, because someone who is behind the logic of inventing such a system must know that gigantic knowledge is accumulated in it . Since enormous knowledge is collected and there are enormous databases, this knowledge is a state resource. Of course, I understand that some people may not like this methodology, but I put it aside. But if someone came up with the idea that this knowledge should belong to the state, then this knowledge is a strategic resource of the state if it concerns the entire economy, because the system is supposed to cover the entire economy. So to start implementing something like this, you have to be at least aware that every systemic error, every failure to analyze everything in terms of systemic security, is a huge exposure of the entire country to systemic risks, and therefore security risks. So if it turns out that there are some doubts about securing it from a purely systemic perspective, that metadata leaks may occur, for example, as a result of a poor system design, meaning poor principles of designing this system from a purely IT perspective. If certain risks or doubts arise and they are not publicly resolved in the form of a public audit, however, there should be some disclosure of contracts and specifications, which should be built over a very long period of time in order to be open, for example, so that fact- checking can be carried out at the stage of developing the entire system. If the entire system is created in some gigantic sense of haste, and it concerns the entire economy, then that is how it is, ladies and gentlemen, I am not exaggerating. If someone were to take the blanket off our entire economy , all the processes that people have, all the technological advantages, all the competitive advantages, then, as the professor also said, they would hand over the industry advantages to someone else, just like they were handed under their noses. And it's not because the data isn't encrypted, because the ministry defends itself this way, but there are elements, especially when we use artificial intelligence, that from apparent data, the kind that you think can be ignored on the street, it's possible to put together, like ladies and gentlemen, from torn pieces of paper, full information about processes, structure, speed of service, data, and amounts. So, ladies and gentlemen, basically we have a complete picture of the mapped Polish economy, and while the state, at least theoretically, although I also have some doubts here, may keep such images for itself for analytical reasons or for the will to control this economic circulation system and also optimize it, I hope, at least as a naive person, that this is done in order to optimize and build the advantages of our economy, then the state could use such things in this way, but simply looking at the bureaucratic nonchalance and lack of awareness. And ladies and gentlemen, before I give the floor to the professor, I would like to tell you one more thing. One of the first decisions of the government that is currently in force and that implemented Ksew, because it is also important who implemented it, not only who came up with the idea, but above all who implemented it, because they take responsibility for the final shape. Ladies and gentlemen, there was the liquidation of a unit that was first established within the public administration, i.e. Goftech, which served to provide technological solutions to the entire country in order to connect the world of officials with the world of IT, with the world of technology people, so that all solutions would be built in accordance with the economy and rationalism. So if these people started the process with this, let's not be surprised that it all fell apart, because Well, let me address a few threads. It's even worse, because if only Koftech were liquidated, we could still say it was some kind of industrial accident, but I don't know if you know, but one of the first liquidation decisions was to liquidate the Department of Strategic Studies at the Chancellery of the Prime Minister. Bravo, professor. My crime. My crime. So out of 50 people, 10 were left. What can those who can plan those 10 who can plan those 10 even the most wonderful people there? True? So how can a state get rid of strategic planning? Well, ladies and gentlemen, this is the foundation of inter-cabinet management and inter-political, right, supra- political management of the state. This is this is the heart of the brain. I mean, in the heart of the brain, it is unquestionably so, please pay attention, I said this on purpose, because please pay attention that this is a certain systemic action, and I keep coming back to what we are talking about, to this agency of influence and to these whispers. The second issue is that I wouldn't be so optimistic that all the data is encrypted throughout the entire process , because as far as I know, there is a sub-process in which decryption must take place and at a certain point in the transmission or transfer of this data, it is not encrypted, but this is verifiable. However, for information, there is metadata available, so I would have to enter into a very specific computer language. I wrote it down on my X, but absolutely yes. Yes, yes. And at this point there is a critical critical part already related to infrastructure. And here the infrastructure is also outside the country. Yes, ladies and gentlemen, I have something similar, yes, I have produced nine computer programs in my life, for one of which I received an award from IBM, for the second one, I took second place in the competition for the most innovative software in Poland, I predicted the future of production and directions of computer program production 10 years in advance. So I have something to say, I have some ideas about these programs. I will tell you that, for example, my program engine is called a HR program, mainly for the transport industry, but if it is applicable to everyone, please pay attention, it has 50,000 lines of code. 50,000 lines of code. And the complexity of these relationships is sometimes 28 layers, and this is only a small fragment of the law in relation to the books. This is generally and generally a burden on this KSE. This is, you could say, a trifle. How was it possible to try to build a system for two million 800,000 entities in such a short time? This must have spilled out on top of everything else. But I would like to point out something else, because no one talks about it. Mr. Editor, ladies and gentlemen, we have to pay for this system. I mean, the state came up with it, because a number of officials did, but now we had to pay for production and we have to pay for servicing. After all, we are the entrepreneurs, because no minister covers these costs, nor any officials. I mean, we entrepreneurs have to pay to make it work, which is what keeps us going. We did this to ourselves. This is an oddity. What's more, please note that I went even further, I even prepared a petition, one of my petitions. We have prepared dozens of further petitions for you to sign, in addition to those you can already sign about the liquidation of KSEF and about penalties for officials, financial penalties, and the liability of penalties for officials and judges. Apart from that, I already have 60 more of these petitions in preparation or ready . One of them says that we, as entrepreneurs, expect that the state will pay us for all inspections. What's more , the state will pay us for all the costs of operating all the systems needed for the state to function, because we do n't need them to function. We have to pay a higher cost for an accountant, because the idea, I don't know if you know, but the first idea of ​​the National Electricity System, when it was being created before the previous government, was that all SMEs should be able to get rid of accounting, to have zero accounting costs. Currently, in the current system it is designed in such a way that they have increased our accounting costs by 200, 300 PLN per month, which is exactly the opposite direction than the original concept. That's why I'm talking about this systemic logic, that everything has been turned upside down from a purely design perspective, so let the state pay us for it. What's more , they introduce some additional systems in which it's always just login, password, login, password, login, password, the person no longer knows where he is, doesn't know what he's doing, control, control, control. Great, let them control themselves. Only that it means that we are not working during this time. Let them pay us for it. I will demand this on behalf of entrepreneurs. Let them pay us for the time of the inspection, because when I inspect my employee, I pay him his regular salary, right? During my time at work, I control him, I pay him his salary. If the state takes away my time to earn money for the state, it has to pay us for it. If the state pays us for this, it will be more prudent in its inspections. If officials are held criminally and financially responsible, I must say I adore you, they will carry out these inspections more rationally and will not be so inclined to listen to orders from Warsaw, right? Because it's easy to pledge yourself to Warsaw, because the directive came from Warsaw . So what? And that is why you, Mr. Director, will oppress the entrepreneur who contributes to your entire family, your food, your upbringing, your maintenance. that's why he was angry that something had come from Warsaw . What is so extraordinary about Warsaw that such orders should be issued there? In connection with the above, you see, I am trying to introduce a completely new narrative and within our social movement, now we will create such a movement of social movements, it is called we the people, because we the people from I the human, and the highest among all the first-generation Franchises of human rights is the right to dignity. So I am a dignified person, we are dignified people, we are dignified people, we are dignified people, we have the right to dignity. Maybe we are just ordinary plankton, because we are, we don't have to be. We are fine as it is. We are simply little ants who create the good of this country, but that does not mean that we should be stripped of our dignity. And we, the people, that is, we who are worthy, are actually demanding, and we are not only demanding in the way that we go from podcast to podcast, we go from conference to conference and say: "It's bad, it's bad, it's bad." We just immediately translate it into reaction commands. We say: "Here's the pattern, please send the pattern." And here you have a book, please send the book. And here you have the second template, and here we are preparing the petitions. Please sign the petition and we request the initiation of the procedure for financial penalties and criminal liability for the judgments against legam. Does that make sense? Makes sense. Please note that after the previous podcast that I broadcast, two days later one of the net radio stations, a corporate lawyer, also had the courage to say that judges should be punished, both financially and criminally, for unlawful rulings. Please, if it was just enough to give my word, after all, I didn't really do anything, just my word, faith, energy, so that another person would also have the courage, right? So we immediately need to translate this into document response commands. Why are these petitions important? Let me give you an example, two examples. Well, you must know that in every ministry there is a position of political director and this political director is responsible for preparing the press release every day. He collects the press every day. Every day. This is his duty and he provides information to his principal, the minister, and says: "That's it." There was so much talk about us yesterday. So much good, so much bad. Such directions. So, you see, there is already a political committee. That's what it's called. And the head of the political cabinet. There is a unit responsible for checking what is being said and in what direction we should move. But there is something more important. If we are associations, that is why I teach people to establish associations. That's why I am a co-founder, president or vice-president of several associations. I constantly put on new ones and during the long week we put on new ones and this week we put on another one. If you want, we will set up another one for you if you want. But these are active associations. This one of my associations has 400 interventions. In total, we have significantly more than 400 interventions. Please look, they are all public. Total transparency. You can see in which years, in which months, to whom and with what results. Divided into prime factors. Well, we do two things in connection with the above. First of all, we write letters as an association. If I wrote as the WIGEN law firm or as Mariusz Miąsko, the effect would be that they would reply to me: "We don't have to answer you, but if I write as an association, for example, the best way, then they have 30 days to respond, they have to answer me." And now, if they do n't answer me, I say: "I demand an answer, if I don't like the answer, then sometimes I carve for a year until I get the answer I want." And so I eliminated a lot of government projects that were harmful and hostile to society. The second thing is, let me give you an example, I posted this publication on LinkedIn about the labor market and the four-day work week, but there was also an idea there to give the state labor inspectorate additional control powers, because they are not controlling us enough, they will control us even more and there will be additional penalties, and there, on top of that, they wanted to change our contract of employment into an employment contract without a court. This is a curiosity at all, because it is something amazing. Ladies and gentlemen, I wrote a rather extensive publication and sent it to the office of the Prime Minister, to the Ministry of Labor, to the President of the Republic of Poland, deliberately to the president, pointing out that in a number of areas, these proposals are unconstitutional. it was 99,000 and 4 days later the Prime Minister gave a press conference and said that they were suspending this project. Well, it was immediately known that on LinkedIn, why do you need to know where to put it on LinkedIn? Well, everyone there, yes, there are managers there. Yes Sir. All the managers, but that's where all the political directors sit. Obviously, in connection with the above, they knew that the response was such that the president would definitely not sign it. He abolished the court, the government abolished itself. Please note how profitable it is to be offensive. This is not a point-by-point approach, you need to know where and be consistent, because you must know that there are interventions that took me one letter, but there are others that took me over a year. A great example were such assumed penalties imposed, well, I will do so under the same government, only then it was solely for this reason, I am not speaking politically, I am just stating a fact. And there they imposed such horrendous fines, as the editor probably remembers, for the light, for the gate, for 8,000 for each gate, and the regulation said that only 8,000, not 8,000 drivers, drivers of proud people. And suddenly, excuse me for the expression, total idiots were created, people with a debt of minus 500,000, at least 700,000. Because you traveled through Poland and it turned out that this traffic jam was unpaid. Because the driver couldn't pay the traffic ticket, because only the employer could pay the traffic ticket, but he fined the driver and the chief road transport inspector , I still remember his name, his name was Połec, for some irrational reason, because he could, because he wasn't immune to criminal or financial liability, ordered fines of 8,000. I couldn't bear to watch these people suffer. After all, listen , there were hundreds of thousands of drivers. We have 800,000 drivers. We're talking about 200,000 drivers probably affected there. I said I would deal with it. It took me over a year. I have appeared in every possible media outlet. I wrote, I do n't know, but a lot of these interventions to this government in every possible way and I closed this project for them. But ladies and gentlemen , sometimes you have to put in the effort . Nobody paid me for this, PR is all pro-publication activity. At most, I add to it, and a lot of it, but that's not the point. It doesn't it doesn't really matter. I'm as tired as anyone else. After all, like everyone else, I would like to go after work and rest and maybe sleep, but I sit down and write letters because they won't write themselves. And at the same time , I noticed that it was effective, and at the same time, I noticed that it helped hundreds of thousands of people. Well, we helped this grassroots democracy over these 16 years , because the association is a classic example of grassroots democracy, we helped hundreds of thousands of people. Not with a hundred thousand people. That's why I travel, promote, and perform wherever I can to teach people how to establish associations, but not the dead ones like 99.9%, where people gather, complain, and nothing happens, only the offensive ones. We have another clearly defined statutory prerogative as an association, which no politicians discuss in any way, not even the so-called most liberal one. Well, they do not say that associations can participate as a social factor and submit draft amendments during the work on regulations in ministries and parliamentary subcommittees. After all, I introduced a lot of pro-social regulations this way, right? And pro-opposition. You don't have to be a lobbyist. You can simply be a social partner and directly influence the shape of the law. Yes Sir . But in a straightforward way, because you bring the exact content on a sheet of paper with the justification and it must be voted on. It must be put to a vote. In at least 70% of cases it is voted on positively. Why? Because there are a chairman and two vice-chairmen sitting there who are not experts in this matter. And what will they fight against society? Society brought it, which means they need it. Well, they accept it in good faith. In this, not listening is also effective. But why don't politicians promote this? Because why would there be politicians if we, the public, knew this? And now if my association or our association, I mean I say mine, I'm sorry, please don't be offended, all my dear wonderful, wonderful, uh, and associated members, supporting people, and presidents, vice presidents in the sense that I instilled this idea a dozen or so years ago. In that sense, that's what I wanted to say, but I didn't want to add anything more. and in these are ours, these are our associations, if they have over 400 interventions, but please pay attention to what caliber of the highest state rank these are. What if there were 100 of them, and then what if there were 200 of them? After all, we would start managing this country in our own way . That's really what it's all about. this is what I teach and that's why I travel in my own, I sacrifice my time, my money, my energy at the expense of my family, at the expense of our private well-being. Time is not running out for me, like for each of us, but it is not increasing, it is only decreasing. So whatever I sacrifice for my family, I will never get it back . But every responsible person at some point in his life has something like a mission. This is our duty. Ladies and gentlemen, we must establish these associations. Not that we want to, we have to write these petitions , because look, ladies and gentlemen, our grandparents, our father, under martial law, I found out about martial law when some ZOMO (Polish Military Ombudsman) came and beat my father and took him to the toughest prison in Strzelce Opolskie, where five of them were imprisoned with no windows, no toilet. Five of them, no windows, no toilet. Do you understand what the conditions were? Not like Lech Wałęsa, 300 wines, and I'm not involved in politics, I'm stating a fact, and my grandfather, a soldier of the Home Army, for whom there was a sentence under that government, true, fortunately survived. After all, those people died. After all, in the Warsaw Uprising and everywhere in the war, young people died. Do you understand? We don't have to die. It happens from time to time, but generally we don't have to. We just need to have courage. We just need to have the word. We just have to overcome our fatigue, and sometimes this fear. I'm not surprised that some people are afraid. I understand you, ladies and gentlemen, I really understand you. I also have a dilemma sometimes. If you think I have no dilemma whether to write one way or another and I think they will come tomorrow at 6:00 in the morning or not. I think that when they come, it will be like this. First of all, I'll finally get some sleep , and secondly, maybe I'll learn some English words. All of this has its advantages. Well, you have to somehow create a slightly alternative world and stop being afraid of all this. And on the other hand, look, everyone is so afraid of everything, and yet the world is constructed in such a way that tomorrow we can drive a car, get into a car accident, and die. And why our fears? Well, we have to do great things while we are alive , right? Yeah. Well, look after 1989. You already know what family I am from. There were over 100 underground meetings from home, so you know I won't praise the system from before 1989, but the truth is, and I have to say it honestly, that we had great mines, great steel mills, great chemical plants, great shipyards, an outstanding fleet, the best agriculture in Europe, they produced the best, most powerful Ursus tractors in the world, the most powerful tractors in the world, there were many brands of passenger cars, whatever they were , but we had our own. So many trucks, so many buses. Where is it? After 1989, we are a generation of somewhat spendthrifts. We have lost everything that generations have worked hard to achieve. Literally some people donated blood. We just have to get it back. And that is why we do not have to die as a rule. We have to establish associations, write these petitions, and sign them collectively. Therefore, I encourage you to sign my petition for the liquidation of the National Electronic Communications Authority ( KSEW), for penalties and fines, for financial penalties and liability penalties for judges and officials, and for reducing all costs of running a business. We, therefore, do not wish them harm. There is no opposition, there is no opposition, there is no opposition , there is only this, this is a situation where we speak, we ask, we demand the right to our dignity, to ensure our dignity. That's what this is really about. Therefore, we must perform these actions because we, as entrepreneurs, are human beings. We are nonconformists. That's why we are entrepreneurs, because we are nonconformists. Someone who is a conformist is most likely to be a clerk and will perform repeated activities. If someone is a creative person, then he or she is an entrepreneur. But if it is creative, we must understand that part of running a business is social responsibility for our market, because no one will take care of us. We have to do it ourselves. And this is what I am teaching you and encouraging you to sign all the petitions that I have already prepared and that are in preparation. Ladies and gentlemen, I am the same as you. I'm no different. We are identical, equally tired, equally tormented. After 26 years of running my business, I am as distressed as you are, but we have a great mission to fulfill. We will fix this country ourselves, not politically, away from politics. Do you see any politicians rushing to help us with some kind of scandal right now? NO. Because if you look at it, everyone in this zone was involved in some way . And this is even natural from a politician's perspective, but we have a different perspective. We have a civic perspective, not only an entrepreneurial one, but also a civic one. We, we must create a sovereign state. The editor here mentioned very well that something was very wrong there, that all the data went abroad. Not good. This is terrible. Well, back then, Poland had to establish a foreign trade center, i.e. economic intelligence, to get some money from America . And now the Polish state has packed up all the information and sent it abroad. Well, this is something incredible. But we, do you see what we are fighting for? We are also fighting for the sovereignty of the women of the Polish state by liquidating the KSEW. We are also fighting for the sovereignty of the Polish state, we are fighting for great things . This is not about the KSE. KSEW is such a small element. We care about everything. We are not concerned about KSEW. We already care about everything, because a responsible citizen should care about everything in the state. Yes, ladies and gentlemen, this is the true republican model. And I will not talk about it anymore, ladies and gentlemen, that under this KSEF, because I do not want to disappoint you anymore, in fact not all the exclusions that should have been made were made. The strategic sector, for example the arms sector, was not completely excluded. it was n't turned off, I have the impression, because, because maybe I missed it, ladies and gentlemen, I might have been tired, but I didn't see any special units turned off. So, ladies and gentlemen, we have essentially boxed all our market advantages into one place, and now the state, while explaining that it did something there, does not provide an answer, because the answer to the accusations that have been made in the public sphere are very serious. On GitHub we would simply destroy this entire system , well, I don't want to use vulgar language, in a trivial way, and suddenly it would turn out, ladies and gentlemen, that our country has been declared bankrupt by officials. Well, Mr. Editor, I'll tell you what the current meetings of the working group for artificial intelligence look like, so there are, let's say, 300 experts, turbo experts in AI. Polish people working all over the world. The last meeting was three months ago. The Ministry sees no need. Once during the previous government, at the beginning of this government, they met regularly. There is no such need now. Why does the ministry need the best experts from around the world in this field? Why does the minister have this, right, for us to wonder whether what the experts said makes sense or not. As the minister knows better, because the power is in him . Well, this shows how experts are treated in Poland. You know, what good is it that we have tens of thousands of brilliant, perhaps the best programmers in the world ? Well, per million people we have the largest number of programmers in the world. So ladies and gentlemen, why are they government employees? I once went to the Ministry of Digital Affairs with a proposal to organize it in the form of a public-private partnership, where the state would not have to contribute a single penny. project to create the largest research and science center worth PLN 100 billion. This is not much, because one one-year PNIaj budget is $7.5 billion. Well, 100 billion for the entire center is not much. Once again, I would like to point out that the expenditure from the state is zero, but we were delegated some money from the ministry, with all due respect, because these are wonderful people, I respect them as people. Well, some second suit, well, not that you're not even a minister, not deputy ministers, you're just some second, or even third suit. Well, this is how we approach flagship projects, when we in Poland either become a digital, computational colony, because it will be a new, new, new colonization is taking place. What is happening now is a new colonization. Either we will be a digital colony, or we will be one of the five largest players in the world who will simply deal the cards. Well, that's all we would do, we should do, to be in the second group. quarterbacks. The money is basically unlimited from the world bank with minimal interest. But please, ladies and gentlemen, do not believe that any minister or any director will solve the task for you. We don't take it ourselves, we solve the task. Understand this, ladies and gentlemen. No one will do it for you . A representative from this industry once came to me and said, "Listen, there's a regulation in nine months that we have to close down. I have 200 employees here, my colleagues have 400 each, and it says we have nine months to close down the business because someone wrote it down, and they still haven't found it, that all the systems they produce have to be metal, while they were making plastic. And I said, "Listen, I know you're competitors, but I invite you to my conference room next week." Come as much as you can. 70% of the entire market came. Interestingly, a lot of people came. They looked at each other with distrust, to be honest, and some of them sat back to back. I said, "Listen, don't sit by yourselves, because in two months you won't have all the achievements of your decades of life." You have powerful, wonderful companies. We'll form an association, we've established it and we'll launch an offensive." How did we start it? First, I called journalists, and we broadcast it live from a television station that I knew would hurt the then-government, because it targeted that rigid electorate. And that's where we started, but it loosened up a bit, but not too much, so two weeks later we did the same thing, only we came back with two broadcast demos. Everyone can watch it; it's online right outside the ministry, and we started broadcasting live and saying, "How could there be an improvement here? A Polish entrepreneur wants to eliminate tens of thousands of jobs in nine months, right? 15 minutes later, after the broadcast ended, the deputy minister called and said, "There's no need to come to the ministry anymore. We're inviting you for a conversation." It took us a while to finish. First, they extended the liquidation period by a year, then another year, but finally, in the third year, they completely changed the regulations. Ladies and gentlemen, if it weren't for our actions, after two months There wouldn't be tens of thousands of jobs and, ladies and gentlemen, brilliant Polish companies. I'm not even saying what industry it is on purpose, so as not to do any promotion or advertising, but you can search online. We saved a huge portion of technological and engineering thought. It's not just jobs for engineers, all this achievements, this knowledge, but nothing will happen by itself with active action . Don't believe it. We created the most liberal employment agreement in the European Union. It happened like this: the president of the Blueberry Association came to me, and he said to me , I say, I come to you like a man to a man, because you're a lawyer, and here are terrible inspections. We're barely surviving, it's simply terrible poverty, and they want us to replace these contracts, these previous forms of employment, with employment contracts. He says, "Sir, blueberry prices will go up 100%, we'll go bankrupt immediately, it's impossible for anyone to buy this." Listen, I have this in mind. The idea for such an agreement, and a civil law one at that. Ladies and gentlemen, it took me a year, less than a year. I encouraged the professor there, MP Hałas, Teresa Hałas, and the Solidarity of individual farmers. I also asked Senator Chruścikowski. They trusted me, believed in the idea, and we brought it to the table and to the ministry for discussion. These ministries fought me for several months. They openly opposed me, but I finally won, and it went to a vote. The Sejm and Senate voted, the president wanted to sign me. I went to the president, and it took me an hour and a half, trying to convince him . I finally convinced him. You can see photos of it online. And for eight years, the most liberal form of employment in the European Union has been in force . How much would you pay net? 5, 10, 15, 50,000 PLN is 300 PLN gross. Eight years. You know, a billion zloty came from the gray market and suddenly appeared in the state budget. A billion zloty. in the state budget. People who were previously employed illegally received security. It's a zero-sum game and the cheapest contract, the cheapest in grossing up. Well, when someone says something can't be done, because people often tell me it can't be done, I say: "People, I introduced a contract into this legal system where the dirty money is 300 złoty." Do you understand that? How can it be done? It can be done. You simply have to be a dragon, I'm a tiger to monkeys . You have to be able to navigate negotiations, be aggressive, have a big heart, be clever, and be truthful, and sometimes you have to pretend, right? Yes, yes. What about that monkey? Well, yea, but the good of the people counts. Ultimately, we saved tens of thousands of farms and their families. That's the point, isn't it? If it can't be done. And just like we could talk until dawn, introduce this podcast. I would give more examples of how it ca n't be done, yes, it can be done. 400 interventions, one association—well, it 's a tiny association. It doesn't matter what kind of association. It matters whether it operates legally, because I don't know if you've noticed, but that basically echoed what the editor said. Currently, the world is run by only two groups. So, as you understand it today, it will have to be the same at any time. It resembles British law a little, it's true that sometimes it goes far beyond British law, it goes far beyond, it resembles it a little, but at the same time it goes far beyond. Ladies and gentlemen, why is this important for entrepreneurs? Because I wouldn't be talking about it if it didn't make sense for entrepreneurs. Well, imagine now that you're building— we've already talked about these shooting ranges. And you invest, for example, let's say you read the regulations, meet all the guidelines outlined in the regulations, as you can read them, invest 2 million złoty, build them, go for approval of the regulations, and the mayor says he reads the regulations differently and it's a shame you spent 2 million złoty. You have to take that 2 million złoty and throw it in the trash , because he sees it differently. It's impossible to live in a country like that. Mhm. I mean, this is a civilizational project, because it means that we are restoring dignity to entrepreneurs and the right to apply regulations, to interpret regulations as they are. Because, please, pay attention to why we are filing these motions for disciplinary proceedings against judges. I even filed such motions against three Supreme Court judges once, and why are we filing them? Not because we dislike them, but because, ladies and gentlemen, with these contra legegem rulings, they are violating the foundations of a democratic state. Because a democratic state undermines citizens' trust in the state, because there is even more to it, because there is the Sejm, the Senate, and it creates the regulations and the scope of the norm, while the court and the official only read them. It can't be that in the final analysis, the court and the official interpret this scope of norms differently than originally. Because that would mean that starting tomorrow, we are abolishing the Sejm and the Senate. Because what good are they and the president to us, since the court will decide as it pleases and the official as it pleases, and that's why we decided to create such an engineering-legal system, because it's based on in computer engineering. Hence the Wrocław University of Science and Technology, unique in the world. No one has ever worked on this , they've been working on it for 15 years, and we want to create the world's first ultra-modern legal system, because right now it 's a medieval legal system—let's be honest , medieval. When there was very little law, when there were very few legal norms, very few relationships between regulations. Currently, in the Polish legal system, we have at least 13.5 million legal regulations—an indeterminate and incalculable number of legal norms, because sometimes one regulation can encompass several legal norms, an incalculable number of legal norms and relationships between them. And annually in Poland, on average, 33,000 pages of regulations are published. 33,000 plus the EU's approximately 50,000. It's impossible to live in such a country. That's why it's impossible to run a business. Because if there are 50,000 new pages every year, well, that's some kind of borderline madness, and that's why I'm examining this entropy coefficient, that is, in a system of chaos. Is this chaos decreasing? It's growing, a dramatic spike is rising, and that's why we decided to create a legal-engineering system, the first in the world, that will allow entrepreneurs to get a handle on the situation , to say in advance what the decision will be, whether it's worth investing money. And this is my great project, this is my scientific mission. And you've already met the social sciences , but they are essentially coherent. For the state to be friendlier to all of us .
