You probably noticed that on our second channel Strzelce, where we mainly show outdoor air rifles and also self-defense, I record in a different place. Well, I'm sitting in a hole. Listen, it's a hole in the ground of a former sand pit, which, thanks to the board there, which of course contains the shooting range regulations, is a full-fledged shooting range. Opening this shooting range cost me, as far as I remember, 560 PLN, where this amount comes from. I'll explain to you later in this episode, but now step by step how it all started. It's like this: ever since I became the happy owner of a firearm, I wanted to have my own shooting range, but it's not like I didn't have anywhere to shoot, because there were shooting ranges in the area where I live, there are several shooting ranges, I also often traveled a bit further, but it was about something else. I always had this need for ownership. I just like to have something of my own, not Rent something somewhere, you know? It's a completely different approach. The mass media is trying to push it on us now, saying that it's best if you don't own anything, then you'll be happy. You know what I mean? So I started looking for information about owning such a shooting range, about opening a shooting range, and I came across the Arizona project. I think people interested in the topic will know what I'm talking about. And from this Arizona project, it turned out that opening your own shooting range is quite simple, so we have to meet two requirements: find a suitable location and find the mayor of the given area who will sign the shooting range regulations for us. The mayor, meaning the mayor, or the city president, from the Arizona project, it turned out that opening a shooting range, as I said, is very simple. Unfortunately, life and reality were soon to brutally verify my very optimistic approach to the subject. As I said earlier, I needed two things: a good site for this shooting range. And of course, the mayor's consent, which is only or as much as possible, because, you know, life writes different scenarios here. You really can find people. I'm talking about these very local authorities, i.e., people who manage a given area, a local government official who is sympathetic to our request. our application because he knows and understands the need to open shooting ranges, train young people, and so on. So such people really do exist, because I even met two such people, but there are also other obstacles in the way. But let's move on. In short, I met a very nice mayor who is a hunter himself and also wanted a shooting range on his property. Unfortunately, in the municipality where he was in charge, there simply wasn't a nice place. It was a rather urbanized municipality, and there was no area far enough away from buildings for me to feel comfortable there and to have some certainty, or at least some seed of certainty, that someone wouldn't come and say that bullets were whistling somewhere or it was too loud. So I decided that if I was going to invest time and money in some place that was, let's say, average, I'd rather back out. But no. I backed out completely. Because I don't give up so easily, and I started looking, Adam and I continued looking for another place, and it turned out we found even a little closer, a very nice place, exactly the one I'm talking about now. It's a kind of sandbox. It's a very nice place, a pit. The length of this shooting range, I worked out. At 100 meters, it's 40 meters wide, so it's a really nice shooting range. The embankments are about 8 meters high, natural. The embankments don't need to be done. It's quite a flat surface, you know, there's still a lot to do here because Adam and I opened this shooting range a month ago. It's winter and it's cold as hell. We're not doing anything at the moment, but in the spring we'll start, we'll get to work and we'll clean up and prepare this location, so we're very, very excited, but I'm telling you how it turned out. When I found a place, I reached an agreement with the owner and rented it. I went to the mayor with the necessary documents: the lease agreement for this location, the land lease, regulations, and a few other things that you can definitely find online, of course, there was also a stamp duty of 10 PLN, from what I remember. I presented the mayor with the entire project. I said that when it's built, I'll also provide training for municipal employees, for young people, maybe we'll start some kind of shooting club, and so on. The mayor was generally very happy and told me to gather all the documents and just send them, so I did. After two weeks, I received a letter. Well, I thought, listen, I'm rubbing my hands. I thought the regulations were already signed and I could open the shooting range. Unfortunately, I was very disappointed because the letter contained a refusal, and one of the points I was supposed to present was the shooting range's approval for use. How do we know this, right? And this is where the real story of this skirmish begins. It was supposed to be so beautiful, but it ended as always, just to get something going, you know, just like a string. No, there always has to be some kind of hurdle. So, I started looking and learned that if there's no such thing as a shooting range approval, the mayor or the mayor can't demand such a document from us because it's illegal. He's simply obligated to sign the shooting range regulations and that's all he has to do, nothing more. But the clerk, because I did n't talk to the mayor later, because the mayor understands he's not knowledgeable about these matters, sort of passed the matter on to his clerk. So, I talked to her, and she stubbornly insisted that the shooting range's approval for use was necessary because she found it somewhere online in the documents. It doesn't matter, as she said, in fact. I found this when you type "shooting range permit" into Google, you get websites of municipalities or cities that actually all have the same shooting range permit in their directory, plus some other documents that you can easily collect because it 's a map of the shooting range, for example, some list of emergency numbers, and so on. It's all easy to collect, but "shooting range permit"—what is it? I do n't know what it's all about, so she said no, and that's it. I was a bit devastated. I went home and started thinking about it. I called the office, the sports department, I think, and there he spoke with a gentleman, who said that since it's supposed to be a permit for the use of a facility, then I should call the Construction Department. I called him, but he made it clear, because I obviously explained to him that there will be no construction here, there will be no construction because the shooting range is, in a sense, ready, we have the embankments ready. Nothing will be done here, so he said clearly that if nothing is being done, then he can't allow it because he can't allow it. No building. If there is no building, no structure, then he can't issue me with any receipt. You know, normally, as he said, it should be like this: there's a design, then construction, then approval. So all these things were completely out of the question in my case because it would involve a lot of money and time. I decided I would n't bother with it at all and abandoned the topic. So I started searching the internet again. I typed in some phrase: "Listen," and if there was a breakthrough, and so on. Referring to the issue of approving the shooting range for use. Well, actually, what body approves the shooting range for use? There is no such thing at all. Offices require something like that from us, and we are in a bind. We don't know how to deal with this, how to approach it, because the only person who can actually approve the shooting range, not just the shooting range, but approve the regulations thanks to which the shooting range can legally exist and operate, is this very regulation. And only the commune head, the mayor, or the president can do this, as they state that if they don't sign it for various reasons, of course, because I'm only telling you my story, and I understand that there are many stories. A lot. Oh, right. Listen, in the meantime, I also watched a video by a forest old man about opening a shooting range. He talks about his rifles. I decided to call him. I called him. He was a very nice guy, by the way, and he told me about his experiences opening a shooting range, what problems he had along the way, and so on, so they were different from mine. He didn't give me a remedy for my problem. He only said that if I managed to open this shooting range, I should call him. He contacted him and told me how to do it because he'd be happy to learn new things. Well, that's it, listen, this is a fairly new topic when it comes to Poland, so, forest old man, if you're watching this, this video is sort of a response to your request to tell you how I did it, but getting back to the topic, I knew that a shooting range had opened here in our area where the president actually didn't want to sign the regulations, but this person appealed to the SKO, i.e. the local government appeals board, and the SKO agreed to the request, and this shooting range was created. So I thought maybe this was the last chance. I'll submit the documents to the SKO, but I wasn't sure either because Listen, I didn't have the arguments I could present to the National Property Tribunal (SKO) and I was simply afraid that the application would be rejected. It also involved paying a certain amount of money and time, so I looked for other solutions. And I found the website: " jazd prawna.pl," specifically an article titled "Legal Conditions for Effective Shooting Range Organization." This article, authored by Professor Mariusz Miąsko, seemed to offer a solution to my problems: all the issues related to regulations, permits, and construction issues. My hopes rose dramatically. Then I ordered this book, authored by Professor Mariusz Miąsko, with the same title: "Legal Conditions for Effective Shooting Range Organization." And finally, "Listen, I saw the light at the end of the tunnel and decided that it might actually work. What's going on? You have court judgments and rulings here that open shooting ranges, like those here, may, but don't have to, be subject to construction law. What's important is that embankments or piles of earth are not, in a sense, construction objects. They are not part of any construction project, which is very important. In this matter, when someone wants us to approve a shooting range for use, and when I was writing subsequent appeal letters to the mayor, he was already citing judgments and decisions from this book, quoting whole paragraphs, whole lines, and it was a bit different. They already spoke differently with me. In this book, the author explains first of all that the claim of some officials or employees of the Building Inspection Authority that approving a shooting range for use must be related to, for example, some structure, some building that needs to be approved for use, is false. No, because it's different in the case of open shooting ranges, and as a rule, such facilities do not require such a permit. Of course, apart from certain small cases, we have a lot of different issues raised here regarding the law regarding groundwater noise. There is really a lot of it. Of course, I only took the information I needed, but you know, there are different cases, anyone who tries to open a shooting range will encounter different problems. And here, in this book, I think you will find answers, which is very important, so that it is not so groundless, because thanks to the book and also thanks to the help of the professor, because I also contacted the professor and also sought some advice and he helped me a lot. I managed to open this shooting range, so if this book actually works and you say to yourself, " Oh, this is advertising." Well, of course I'm advertising and I'm really doing it deliberately because I'm a very happy owner of my own shooting range and it's thanks to this book. Thanks to the professor, I managed to open my own shooting range and that's it. Listen, the most important thing is that I invite you to this website "jazdprawna" (legal driving school). They do n't know, they don't know the law either. Listen, mayors, mayors, presidents, it's like they don't know how it works. They are a bit afraid that if something happens at the shooting range, it will be their responsibility because they approved this shooting range. So when they get this book here, they get this knowledge, so they are much more willing to sign this document, this regulation, and have this shooting range established. However, returning to my topic, my case unfortunately had to be appealed to the National Appeal Tribunal (SKO) because the clerk was adamant. We couldn't convince her with any letter, so we appealed to the National Appeal Tribunal (SKO) and the SKO completely agreed to our application, completely discontinued the proceedings of the first instance, i.e., the Mayor, and stated that if it was illegal and so on, it was no longer valid. The most important thing is that Szenica could actually be established. The regulations were finally signed by the Mayor and I have my own shooting range, and now listen, where did these costs come from? Because, in fact, the SKO didn't cost 400 PLN plus this book plus 10 PLN for the stamp duty at the beginning, so it came to about 560 PLN more or less, and now you'll say, "I don't take into account at all." attention to this area and so on, because here the land is something else. I'm talking about the amount for which I managed to open this shooting range. You can have your own land, you can also rent it, but you can also rent it anyway for some other activity, for whatever purpose, so I didn't take it into account as a cost of creating this shooting range. Theoretically, I don't have to do any construction work on this shooting range because it's ready, it's ready. The embankments are flat, I just need to make some bullet traps and shields and I can shoot. There's stubble here for now, but it will be San Francisco. But if I want, I can do it, but I don't have to spend money on it now. If you find a nice place, some hole. Listen, also some former sand pit, whatever, a quarry, you won't have to spend any money on it either. Just contact the local authority, or the mayor, or the president, and present all the documents and shooting range regulations to him. And wait for him to sign. If he doesn't sign, buy this book, contact the professor and fight a little harder because it's really worth it, and it's not difficult, because if you present the right arguments, then Then they will simply sign it, just like in my case, I will appeal to the National Property Tribunal (SKO). With the appropriate knowledge and arguments, the SKO should also agree with your arguments, and if the truth is on your side, you can say: Well, as usual.
