Good afternoon and welcome to the June 30th special called Winston Salem Forsyth County Schools Board of Education meeting. I am Deanna Kaplan, Board Chair. I appreciate your attendance and I say hello to our viewers on cable two. We have two um two today. First, Dr. Kim Forbes, our interim Chief Financial Officer, will discuss the budget amendment and transfer number 20. >> Good afternoon, Chair Kaplan, board members, Superintendent Phipps. Um I would like to present our budget amendment and transfers number 20. This should be for the last of this year. And I'm sorry, I didn't recognize our vice chair, Mr. Hannah. So the budget amendments, you can see, are broken down by funds. Each of these funds was an increase for us for the end of the year to reconcile all of our accounts. We have here PRC 9 and PRC 28 to explain to you that the state we're using as much of our state allotments as possible and they provide the funds for our benefits, our longevity, and our annual leave and this is the funding for the allotments that we have used. So, we have a total of 1. 2 million dollars there. We have increased our revenue for our local current expense of $523,966. This is for the donation the appropriation from the Winston-Salem Foundation for the debt repayment. We have to add this to our revenue to offset the debt that is on our books. And then we had a slight increase of $266 for the Reynolds Auditorium. This is a breakdown of the additional grant funding that we have received for each of these smaller amounts. I do want to make a note that we did receive the MAC reimbursement. Um we were expecting a million dollars and we received 1.1 million, which was a positive for us. We were really thrilled that we've gotten that. So, our total of the revenue is a little over $2 million. And then as we always report to you our local funds our transfers, we're transferring these funds between our purpose codes for us just to reconcile the year end so that we can close out um this fiscal year. And that is the end of the budget amendments and transfers another number 20. >> Okay. >> Are there any questions? >> Opening it up for Vice Chair Alex Bohannon. >> Thank you. So, um I just had two quick questions, Dr. Forbes. So, on the PRC, if you can go back into the PowerPoint, the it's the first slide with the P PRC for the non-contributory um benefits, I think that's what it was. What would be an example of a non of a non-contributory benefit? Is that like for the benefits that there's not a requirement for the employee to contribute? >> Correct. Like the long longevity, we have our annual leave, um any of those that they're not contributing to that they fund our benefits for um from the state, all the allotments that we use. >> Got it. It's Okay, that's fine. Then, the second question is about the um the the amendment for the debt payment. So, my understanding is that the the So, the money doesn't the money's paid directly from the foundation to ESS. >> Correct. >> But, in order So, we never receive funds, like actual tangible in the bank funds. >> Correct. >> But, from an accounting perspective, we have to act like we did so that we can reduce that on the books so that when the auditor comes, we can reflect that that's an actual reduction. >> Correct. >> Okay. >> Because we we have to show where the funds came, you know, that we we didn't receive the funds, but I can't reduce the debt without having that revenue claimed on on our books. So, you are correct. It is an accounting entry for us. >> Okay. Thank you. >> Yes. Any other questions? Okay. Thank you. All right. Moving on, Dr. Forbes will discuss the audit services contract. So, we did uh we did post an uh uh an RFP, a request for proposals, and um it closed on June the 19th, and then our audit advisory committee reviewed the proposals that we received. They scored them, and from their input recommended that we enter into a contract with Anderson Smith Wike. And so, you have the um, I think you all you all have seen the contract. It is for the fiscal year to audit for fiscal year 25, and the total is for 127,500. >> >> And we have budgeted in our budget we have allowed for up to $150,000 for any auditing services. So, the our recommendation is that you approve so we can enter into the auditing services with Anderson Smith Wike so we can begin, um, providing them all the information that they're going to need to be able to do the contract, I mean, to do the audit, excuse me. >> Any questions? Yes, Board Member Watts. >> Not a question, but maybe for the public, can you give us a little bit of background as to as to this company, their longevity in the community, what their expertises are, so we can so the community will have a better idea why this >> Absolutely. >> selected. >> So, um, Anderson Smith Wike, um, have currently have provided services for the auditing in 95 different district school districts in the state. They are very familiar with North Carolina school accounting, and so that was some of what the the conditions that were that that the audit the advisory committee was looking for when they were, um, scoring. I I don't know what other in additional information we would probably we would be the largest district, um, that they have have audited, but they've done comparable that they're they do Cumberland County, which is close to our size. So, I don't think there's any concern with that. >> No, sometimes we just miss information to the public. So, I was making sure that that those who are watching would get a have an understanding of of the process and the background of the company. So, we're not quote getting someone that's not new to North Carolina law or North Carolina school districts. >> Correct. And and that was some of the conditions I think that um, again, the committee was looking for that from all of the different proposals and to understand um, part being actually close in the community and understanding Winston-Salem Forsyth County Schools and you know, different aspects that we have unique to our district. So, um, based on their recommendation and uh, they they actually reached out and did part of their scoring was to um, contact references. So, they've done the reference checks as well to see what the different ones that they provided um, could say about their services. So, I I think the the the committee was pretty thorough in their review of all the proposals. And I want to thank the committee. They did a great job. Yes. >> How many proposals were there? >> There were two. >> Was any of the Were any of the proposals that were submitted from our current provider? >> No, they chose not to. And we did reach out. Um, Mr. John Mann is um, our director of procurement that manages the RFPs and specifically reached out to see and so that we were sure that we weren't missing their the opportunity. So, would you like to respond to that, Dr. Phipps? >> Unless something has happened in the last few minutes, we don't have anything definitive or new. Once we have that and we have a chance to put the numbers together to give you an idea of what they look like, we we certainly will do that. >> Excuse me, Dr. Phipps. Based on what I've heard that there is a preliminary numbers out there with some figures in it and I just don't want to catch us off guard with those numbers what it may look like when we're talking about our the local part of the budget. Um I think it's been released to the public at least somewhere it's been released publicly to have the figures. So, I'm just curious. That's I think Dr. Wike is also present. If you >> We try to respond to the things that we see. Sometimes it's a barometer of what's yet to come. Uh, but we'll once we have something definitive that we can share with you, we'll give that that information to you. We would certainly won't wait until the next meeting.
