I am pleased to present to you one of the lectures for this course, entitled "Characteristics and Horizons of the Renewed Renaissance: His Majesty Sultan Haitham - A New Era and a Renewed Renaissance." As you know, under the wise leadership of His Majesty Sultan Haitham bin Tariq since January 11, 2020, the Sultanate of Oman has entered a new phase in its political and developmental history, facing major challenges and even greater hopes for the Omani people. Therefore, this lecture aims to review three pivotal topics: The Sultanate of Oman: A Lasting Legacy and a Renewed Renaissance; Preparing the Supporting Factors for Launching Towards the Future; and Oman: The State and Its People Under the New Era - A Firm Will and Unwavering Determination. The first axis: The Sultanate of Oman: A Lasting Legacy and a Renewed Renaissance. There is no doubt that the building of the modern Omani state and its transition towards the ranks of developed nations is linked to Sultan Qaboos bin Said, may God have mercy on him and bless his soul, who led the country since He ushered in the Renaissance and worked with utmost sincerity and dedication until he entrusted the leadership of the Sultanate to His Majesty Sultan Haitham bin Tariq, may God protect and preserve him. His Majesty Sultan Haitham bin Tariq has held numerous political positions and possesses diplomatic experience and a keen vision for governing the country. He has achieved remarkable successes in all the posts he has occupied, whether in the Ministry of Foreign Affairs, the sports sector, or the Ministry of Culture. This has earned him the trust of the Omani people and the late Sultan Qaboos bin Said, may God have mercy on him. All of this made His Majesty Sultan Haitham the ideal choice to head the main committee for the Oman 2040 vision. In January 2020, the pledge of allegiance was given to Sultan Haitham bin Tariq as Sultan of the country, Prime Minister, and Supreme Commander of the Armed Forces. Although the transfer of power in any country is one of the most complex and sensitive stages in the political history of the state, in the Sultanate of Oman it was carried out with the highest degree of professionalism. I swear by God Almighty that I respect The Basic Law of the State and the laws stipulate that the interests and freedoms of citizens must be fully protected, and that the independence and territorial integrity of the nation must be preserved. However, in reality, since assuming power, His Majesty Sultan Haitham has found himself facing major challenges facing the country. These challenges have global implications and resonate within Oman. Perhaps the most prominent of these challenges are the COVID-19 pandemic, the decline in oil prices, and the internal conditions of Omani society, most notably the issue of employment and fulfilling the aspirations of young people for jobs. Despite all these challenges, His Majesty Sultan Haitham is distinguished by his profound experience in the politics of the monarchy and his ability to make sound decisions. The manifestations of this experience can be seen in the rational decisions he has made, which came at a time when such decisions were necessary to save the country from these circumstances and challenges. Therefore, it can be said that His Majesty Sultan Haitham was the right man for the job. The positive response shown to the government measures taken in light of the financial and economic conditions the Sultanate is experiencing, aimed at rationalizing spending and reducing the budget deficit and public debt, has been and continues to be a source of pride. We affirm that the purpose of these measures and their associated national plans is to achieve the financial sustainability of the state, paving the way for the implementation of numerous development plans and strategic projects throughout the Sultanate. Despite the challenges facing our economy, we are confident that the fiscal balance plan and its related measures, recently adopted by the government, will undoubtedly be sufficient to steer our national economy to safety. Over the next five years, the economy will witness growth rates that meet the aspirations of all of you, the dear citizens of our beloved nation. The second focus is on laying the groundwork for a future-oriented approach. His Majesty Sultan Haitham's ascension to power in the Sultanate of Oman heralded a new era of renaissance, a new era of renewal and progress. The Omani renaissance project, based on a careful reading of the Sultanate's modern political history, is a project for a nation-state with both immediate and future goals. Loyal citizens of Oman, elevating Oman to the level of your aspirations and hopes in all fields will be the defining characteristic of this phase. In the future, God willing, we will keep the supreme interest of the nation in mind, dedicating all means of support and empowerment to it. As we pledge to God Almighty to devote our lives to Oman and its people so that its triumphant journey and blessed renaissance may continue, we call upon you to pledge the same to God. We are fully confident in your ability to deal with the requirements of this stage and the stages you foresee, with the necessary insight, profound wisdom, unwavering determination, and noble sacrifices. In this section, we will try to discuss the most important achievements and extract from them the strategic vision that distinguishes the policy of His Majesty Sultan Haitham bin Tariq Al Said in governance, which can be highlighted as follows: embodying the goals of Oman Vision 2040; restructuring the state's administrative apparatus, for example, abolishing some laws, abolishing some ministries, merging several ministries into one, and changing the names of some of them; and also modernizing the system of legislation and laws. The judicial and oversight system is essential to ensure it keeps pace with economic and social developments, guarantees justice, enhances transparency, and protects citizens' rights. It also involves directing financial resources, achieving fiscal balance, and transitioning to a phase of financial sustainability by boosting revenues and improving the sustainable management of expenditures and investments. The third axis, "Oman: The State and Its People in the New Era," presents a firm will and unwavering determination. This axis can be described as one of unwavering will and unyielding determination. Today, with unwavering will and unyielding determination, we stand on the threshold of a significant stage of development and construction in Oman—a stage whose aspirations you helped shape in the Oman 2040 Vision. Anyone observing the features of the new era can see that His Majesty Sultan Haitham bin Tariq, may God protect and preserve him, places the Omani citizen at the forefront of his priorities. The new era is a new Omani project and a renewed renaissance built on foundations, principles, and future aspirations. This new era is characterized by... With its unique character and distinctive features, perhaps the most prominent of which is the modernization of state institutions and the improvement of their performance to keep pace with developed countries, the improvement of the lives of Omanis through raising per capita income and developing the services provided, the participation of all citizens in the political process, which is clearly manifested in the electoral process for the Shura Council and the Municipal Council, and praise for the wise leadership that distinguishes His Majesty Sultan Haitham bin Tariq, may God protect and preserve him. Dear students, as you have noticed, this chapter dedicated to His Majesty Sultan Haitham and the new era of renewed renaissance is nothing more than an attempt to clarify the features of the new phase for Oman, the state and its people. The renewed Omani renaissance is, in reality, a visionary outlook and a firm determination to move the country towards the ranks of developed nations. Such an ambition requires concerted efforts and the harnessing of all human energies and material resources towards serving this noble goal.
