Hable the presentent of Sri Lanka Hon. Deputy Speaker, I am very pleased to have the opportunity to present a few points regarding the resolution that has been presented for debate in Parliament, particularly on the elimination of toxic substances and the suppression of organized crime. We know that this is a time when these drug-related and organized crime groups in our country have been growing for a long time, terrorizing society to some extent, while at the same time causing massive destruction in society through drugs. Therefore, I believe it is the duty and responsibility of all of us to provide the necessary contribution and leadership to completely eliminate this drug and to combat organized crime. In particular, Honorable Deputy Speaker, we do not believe that the emergence and growth of organized crime groups due to this drug is a mere matter of pride and not a development based solely on those two factors. It has very clear social networks. Therefore, if we are to combat this toxic drug and these organized crime groups, we need to focus on that entire sector. We can end this only by suppressing the organizations, criminal gangs, drug dealers, state institutions, and the corruption that was widespread throughout the political establishment, as well as the paranoia that had entered the state to some extent. Organizations that worked for political interests, as well as politics, from within the state, are the only way to end this. Therefore, raids conducted solely to seize drugs and to capture the underworld are not sufficient. For a long time, our country has developed to this point through the greatest and most serious compromises in the matters I mentioned earlier . Now we have made a firm decision to destroy all of this. I know that there is a team that is taking on this huge task, keeping everything in mind . Unfortunately, the opposition is the same group that has become the main accused today . This corruption, organized crime, the shady business, and the criminal politics carried out by the state must all be stopped. Our country has also enacted laws to carry out this work . There are government institutions. It does n't matter if there are institutions. We need a state-run machine that can directly lead those institutions and defeat them . But unfortunately, today the very group that shouldered that great responsibility has become the enemies and victims of the opposition . In this exercise, Deputy Inspector General of Police San Abhesakara, Director of the Criminal Investigation Department, is doing a great job, the enemy of the opposition. In this regard, the Director General of the Bribery and Corruption Investigation Committee, Mr. Ranga Dishanaka, is doing a great job, and today, the opposition is the enemy. In this role Mahajana, the Secretary to the Ministry of Defense, Mr. Ravi Senaratne, is doing a great job. Today, he is the enemy of the opposition . Also, in this role, our Minister of State, Ananda Wijeyapala, is providing great leadership to the opposition enemy today. In this role, Mr. Dilip Peiris of the Department of Legal Affairs is playing a major role, today's opposition enemy. The judiciary is playing a major role in this task today. I have seen the judiciary and the opposition today crying out in this for the past two days . Why? The establishment of justice, fairness, and civility is not tolerated by some groups in the opposition today. It is not fair or tolerant. Justice is not served. Democracy is not given. This is true for the opposition, who does not give good governance. Shouldn't you be ashamed? If crimes have been committed by those within the state with state sponsorship, shouldn't those criminals be exposed? Isn't that betrayal of the country or treason? The intention was to build a civilized state, and our state should have been transformed into a civilized state . Everyone, from the President to the lowest political leadership, from the Presidential Secretary to the lowest state official, must work together to create a civilized state. But where was our heat? A state of chaos. We have respect and compassion for our military and our intelligence sector. But when our military is protecting our intelligent state and the people, we stand by them whenever they are harmed in any way while performing their duties . For the survival of the state, for the safety of the people , for the security of the country, both nationally and internationally. If our forces are operating intelligently, we are obligated to protect and respect them wherever they are. But if small groups of these intelligent units of those forces have formed groups for the sake of the state, for the power of a certain family or a certain political camp, our government will not hesitate to give strict punishments for that . We must do one for our army. Both must be done to build a civilized state . Three things must be done for the protection of the people of our country . So, wasn't there such a thing in our country? How does Lasantha Wickramathu sing? The guy is asking. This is not a normal civil conflict, it is the government that is killing journalism. The intelligence that has been reported was used as a tool . I want to hide it. Five kittens are kidnapped and attacked. It is reported that he is being held in a military safe house. Upalithennakoon has gone down. The Poddala Jayantra attacks. Namal is born. You ask me, these are not civil conflicts. This is a crime for a state to transfer its power to a family and its territory to a few thousand people . The same is true of the assassination of Thajun Digha. The same is true of the Pasuka Upara. Is that all? Siri is on fire. The work is on fire. Hundreds of bombs are being dropped. There is a history like this. Behind all of this were very small state machinery workers. I ask, weren't the white people in the country afraid to reveal this? From white vans without license plates. We left behind the merit of protesting against the demolition of the estate's house. Not usually civil conflicts. What am I? A megalopolis state. Groups that must be protected for the defense of the state, the defense of the people, and the survival of the country. Even a very small group of people have committed this senseless murder in the name of their own country. This is a government that is committed to implementing the law in response to the heinous murders and heinous crimes committed in Annawara. Why ? We need to do this on behalf of those victims . We need to do this for the sake of the military's reputation. And we must do both for the sake of the welfare of the state . I don't know if anyone here can disagree with me. Can you object? No, you can't. Only criminals can resist. Only those who benefited from those crimes. Only those who gained power through those crimes. Those crimes are just a means to gain power . No other civilian has the same respect for democracy, humanity, and the humanity of people. No citizen can oppose this investigation. Therefore, remember that I know that by making big accusations, the Dilipa people are making big attacks on gentlemen like Sani Abhesakara, and if the police are taken in the same way, the judiciary is being attacked in the same way, and the theatre director is being attacked in the same way . What kind of person is this? Tell me what crime you committed. The crime is to expose and investigate today's crimes against the people of this country in front of these people . They are not at fault for that. Therefore, if anyone thinks that they can stop this exercise by threatening and intimidating those officers individually, we assure you that this exercise will not be allowed to stop at all. We are becoming like them . The common people of this country should stand up for them. These criminals are also being punished. We need to show up and become the people of this country . I invite everyone to do so . And there was politics associated with this . Criminals are being bribed to prevent killings. If someone is arrested, the proper procedure is to present them to the court. But they take money to kill without bringing them to justice . They take money to save you from death. Remember the party divide. It has been reported today that what happened to you guys is this. If we want to avoid killing, we need money to protect us from death. If you want to get rid of a pit, give us money. This is how the political network was connected to this . Katta thought these would be covered by the sands of time . These are good, they won't let the desert of time overwhelm them. It is our state's responsibility to bring criminals to justice. We will investigate, arrest, file cases through the Attorney General's Parliament, and then punish through the judicial system. But there was a history, wasn't there? There was a history of killing to get revenge. There was a history of ransoms being taken to save people from assassination. You guys will be coming for a little while longer today . What is this? What are the secrets of the group that took the oath this morning? I don't know if you guys are like that in your parties anymore . I would like to know. And the drug trade that is being held captive . The political leader who has spoken twice has spoken twice. It has 54 airs . Right? The rest has come to him from her. How are you? I don't know this political authority. Are you still trying to conduct a disciplinary investigation through your party, at least within this party ? Why is this? This political authority, this drug, this substance has helped to develop organized crime. We fully require the protection provided for this purpose by the entire Patriotic Authority . No one should make political comments. What are we in power for? These people had a huge mandate. There was substance in that mandate . That essence is what transforms our state into a civilized one. This Parliament must become civilized. I want to listen. I want to present the facts. This is the parliament that the Speaker has been talking about since morning, and this is the kind of parliament that the people of this country are doing . More discipline is needed than this . Civility is lost. Strong leadership is needed. You MPs want to implement your own orders. Nothing. This parliament has been rendered incompetent . The country's geography is being degraded . What is our assignment? We are steadfast in the struggle to restore civility to all of these institutions, including the parliament that is calling for the restoration of the country. The next corruption issue has been a topic of discussion on our election platform for a long time . We have made a revelation . How did this money get spent? Usually through the method of excretion . The advance payment has been made. They didn't come . Since 2023, nearly a billion dollars have been paid in advance through T-Mobile. But I have come to Bhaanna. A billion dollars is approximately 300 billion rupees. Who can carry 300 billion rupees, let alone an ordinary person? The average businessman cannot afford to send 300 billion out of the country . But they have been kicked out. There's drug money in this. There is money earned through corruption. There is wealth earned from crime . An investigation has already been conducted into this . The goods arrived in Sri Lanka after making advance payments of nearly a billion dollars . This has been happening for almost a year . More than two. Now we are imposing regulations to prevent that. But there are some banking relationships that need to be further developed . We have identified several bank branches . When the manager of the bank branch went to another bank, that bank had already done this . This is how these events happened . Therefore, even though money has been smuggled out of the country, it has been revealed. We have taken several people into our care . We are conducting inspections. The people who stole this money, along with this corruption, have spent the wealth earned through that corruption in our country on dollars . The rupees generated by Sri Lanka and elsewhere may be worthless . But they have been kicked out of the country in droves . Therefore, that corruption has been unleashed to destroy the economy and social fabric of this country . We do not want to conduct investigations against it, nor do we want to seek personal revenge or settle personal disputes with anyone. We've been going for almost two years now . If you take revenge, it's revenge that happens the moment you take power. Revenge is not the kind of revenge that happens when you say it. This formal parliament enacted strong laws to curb corruption and bribery. It takes time. Institutions were established to investigate that . Investigate the establishment of institutions . Some investigative agencies had collapsed . Those investigative agencies were strengthened . The Legislature asked parliament to hire new officials. The courts are experiencing a large number of delays in these cases . We have seven separate courts . We have learned seven new skills. Why ? The hope is to expedite this process and properly punish those involved in the crime . Can you call that revenge? That's revenge. The corrupt in this country are being hunted down through a formal, legal process. The corrupt are brought to justice. That's not revenge as revenge, in case anyone is wondering. The wealth generated from this corruption has become intertwined with the underworld and drug trade. These do not exist separately from each other. Drug money, criminal money, and money earned through corruption have all gone to TT, with most of it stolen . So we are looking for it. Need to find. The Corruption Investigation Bureau is playing a key role in the measures taken to curb this corruption. And the facades are being thrown away. The Attorney General is fulfilling his duties. The opposition has begun to interfere in those institutions and pursue officials and bribe them . What does this mean? I will allow you to steal. The message is that even theft will be punished. Therefore, there was an expectation that those who stole the wealth of the people of our country would be punished by seeing corruption and understanding their own people. It wasn't a party dispute for a long time, but was there a party dispute over the punishment of those who stole public property? North? Was there a difference between right and left? No, it's the common people. But that expectation is always being pushed forward by governments. But the government will soon resort to that theft. We are doing this because this government has become a government that fulfills the expectations of the common people of this country to punish corruption and fraud . It is being appointed . We should be grateful for the vast amount of treasure that they have provided for those investigations. They are conducting these investigations at the risk of some lives . Accordingly, we have obtained warrants for a large number of cases. A large number of people have been forced to face court today . Not facing court. This is not revenge. This is very fair. That criminal also has the right to present the facts about himself to the authorities and be released. But the warrant is issued to Hata, and it is up to the United States. What kind of politician has been in the country? We are issuing warrants. Red warrants are being issued. These criminals, who are making every effort to bring them back, have been caught in Sri Lanka . Doing it . Also, their witnesses are afraid to testify from Sri Lanka. Some witnesses say. They say they are afraid to come to Sri Lanka and testify. They are asking us to testify from another country. We have now made provisions for a law. Accordingly, we have now taken steps to go to the embassies in those countries and obtain testimony from those witnesses . We hope that Australia will soon be able to do well in that regard . Okay, why are the witnesses afraid? This country also exists. Therefore, this corruption and bribery have become a major reason for the spread of narcotics in our country. We must suppress that. If we take the next step directly, and therefore specifically, what do we have next ? Underworld and drug trafficking. We have been working hard for this, especially since our government came to power . I think we have caught 3390 kilos of heron since our attack . They have seized 304 kilos of heroin and 304 kilos of cocaine. And there's 5543 kilos of ice . 1 kilo of cocaine has been bought for 1521 kuna. 51,000,735 pills were taken in a plane. There are 245,267 drug capsules to be seized. That's why we celebrate Vesak in a big way . A lot of effort is being put into capturing these toxic substances. In particular, our naval forces play a major role in our maritime borders . Recently, I think we've seized hundreds of kilos of drugs from multi-day cruises. There are still many ways in which the military forces can go into deep waters and conduct investigations and recover them. We have taken a large amount into our hands. But it's still coming. We know that. He's at the port now, and I think we got him yesterday. He's at the port, right? The port's postal routes are everywhere we know. We have taken the necessary measures to curb them everywhere . We have caught various people who are not even aware of the seven evils. The foreigner has been caught. Groups in fields that are highly respected in our country have been caught up . The underworld is trapped. I've been caught by a government official . From the underworld to the respected, without any distinction of field . We have now come to realize that all of these people have, to a greater or lesser extent, ruined this movement . Why ? We must work hard to curb this . We will also make great efforts to suppress organized crime gangs. If we take this as an approximation, we have brought 23 people who issued red flags to Sri Lanka from abroad. They were taken by 23 red-haired people when we were leaving and brought to Sri Lanka. Additionally, 35 other people involved in this drug trade in various ways have been arrested and returned to Sri Lanka after fleeing the country. We have brought 58 people who were arrested abroad and were involved in organized crime gangs and the drug trade to Sri Lanka . And we've seen some people, we've seen them from prison, we know he's here. We are a special prison with special security and very good facilities for those prisoners. We should treat him as a prisoner. Our respected Mr. Harasana went and looked there. We have established a new prison in Welisara with the best security facilities for a prisoner, but which completely blocks external transactions. Today, we are taking the main criminals to that prison. Its entire communications network has collapsed today. That's why organized crime gangs exist. If we were to lead from within like this, we have now halved that leadership from within to a significant extent. Living in a foreign country, this is also a planned amount. I've been crying here since I was in prison . Immigration, RM, and customs have provided support from these institutions. They have been significantly weakened. Therefore, our government has taken a number of very strong steps to curb our drug trade and the organized crime gangs associated with it . So we know this. We know that this is not something that can be completed in a single year. Because this has been developing for a long time. This drug business was active in several cities frequented by tourists for the first time in decades. Or rather, this is the underworld where a man held a sword in his hand . This is what it was like in the 70s. Well, we either saw the iron in the shacks. We saw such a dead body. It's not a big organization that keeps a little Guinea girl . But over time, this has now developed into a large-scale organized crime ring . I think we only got 38 points for the tip. Right? A large amount of Guinea was taken. A factory that produces firewood was recently dismantled. They are making a fortune. I took the handcuffs. It took a lot of effort to transport in Guinea. A bomb buried in Vuniya was seized. We have acquired enough weapons to destroy a helicopter flying in the East with the most advanced technology. They are all looking for this. So, today, after a long time, they met the man who was just holding a bundle of sticks . Or someone who even had a shotgun. Organized crime has developed into a form of self-defense today. The person who had a few grams of cocaine back then. Today, they have reached the point where they are carrying up to 51 kilos. What was once just two individuals has become an organized criminal network today. These organized crime figures have transformed from someone who had minimal technology back then to one who has the strongest technology today . It was at the root of it that this developed freely for more than three or four long decades. I say this with the patronage of politicians. This underworld grew under the protection and patronage of politics. Therefore, we do not believe that dismantling this can be done year after month . But we have taken many firm and consistent measures to dismantle this. I assure you that we will completely eradicate this organization, the criminal gangs, the political network linked to it, and the drug network associated with it from Sri Lanka. This is what we need to do in this country, whether it is the North or the South, Tamil, Muslim or Sinhalese, whether it is a difference, this is the situation in the eastern region, this is the situation in the Jaffna region, this is the situation in which the plantations are being swallowed up. This is the true story. So, do we have to work for this and destroy it ? Talk about what you all know and your own testimony . Did you provide protection to me during your political turmoil? Still there. That's what I signed this morning. Still there. Right? Therefore, we are working with determination to curb this. We will seek the support of the public of this country for that. We will support you . On the other hand, we do not undertake any of these processes in a way that undermines democracy . That too is said as a myth. We are the political movement that created expectations for democracy and freedom for the people of this country . The people of our country were either subservient to politicians or afraid of politics. Was there a time when you were afraid? I was afraid to talk on the phone long distance . There was a situation where people were afraid to go out and protest, thinking it would be a whitewash. Recently, our living experience has been that we were afraid to protest, and there was a situation where the Marathi nationalist in the village came and attacked us in a violent manner . The people of our country have always tried to lead a country by bringing together the concepts of democracy and freedom, not by trying to bring them together . The expectation was either to live in submission or to live in fear. This is how the rulers of this country are governed. Today, none of us need to fear the ruler. No one should submit to the ruler. This is a government that fully recognizes the right of those who have to question the ruler, the struggle for freedom, democracy, and rights of citizens. If the people have voted for me as president . The people of our country have the right to question me . Our government has been elected by the people. The people have the right to question that government. If your rights are being violated, you have the right to fight to protect them. Problems have arisen regarding themselves and their fields . The government has the right to criticize and speak out to resolve those problems . That's what democracy is. What do we need? This is not a society that lives in fear of the ruler. This is not a society that lives in submission to the ruler. We need a government that constantly questions the issue, that constantly has a connection to the people, that is responsible. That is the nature of the relationship between the state and the people in a civilized state. But where was the nature of the relationship between the state and the people in our country? A Muslim is sometimes afraid . A Sinhalese person is sometimes afraid. The ruler is afraid. The ruler is afraid. A state does not move forward. We need a society that can act with a free mind, thinking that the ruler has questions to ask. Therefore, we are a political movement that works to expand every opportunity for democracy in this country for all of us . For a long time, when the 1979 Prevention of Terrorism Act was introduced, a special temporary law was introduced. A temporary law came in 7 years, and the only reason the temporary law was 50 years was because the PTI was brought in . But since 8 out of 79 . There has been a battle to pass this anti-terrorism bill for 46 years now . People who embrace democracy, people who come from a place of basic human rights and who have a desire for their freedom, had a problem with this strict law. For a long time, people struggled to get that law passed . I would like to tell you. This year, the Prevention of Terrorism Act will be repealed. Within a few months. Now that we have finished drafting the law, we have held final discussions, and I think we have finally passed the law with this fear-mongering effort . But we know that there is a threat at this time, organized crime is a threat. We are enacting the strong laws needed to curb organized crime . That law can't be interpreted in various ways and we can just put it under PT. There is a wide range of interpretations within the Prevention of Terrorism Act. But for organized crime, we are going to precisely define the definition and tailor the definition to what is required for organized crime . That's what's important. There is a lot of scope in the Terrorism Financing Act. They want to impose fines . If you disagree, you can find a provision under the law that requires you to pay fines . That's how wide the range of definitions of terrorism is within a single paragraph. But we are doing it entirely subject to an amendment that fully protects the fundamental rights of the people, the right to speech, and the right to democracy. Next, the Organized Crime Act is a bill that you can talk about in Parliament, with a very clear definition of the goals of suppressing organized criminals. If this definition goes further into other ranges, we will stop. We are introducing this new bill, subject to a definition that targets all organized crime, to protect the democratic rights of the people. I remember the next parliament, there was a long debate when the online act was passed. We opposed it, but by then amendments had been made. I think the first step is for the Sri Lankan Parliament to pass the bill and then submit amendments to the bill to the cabinet next week. The previous government. The bill is passed in parliament. Amendments to that bill were submitted to the next cabinet. This is how history was. We have been working hard to implement the Online Safety Bill. We are not implementing it. Not implemented. We all know that social media is not where we go. But that's why we got the Cabinet's approval last week to amend all of those and present a new bill. We presented the amendment and gave the amendment bill a chance to be debated in Parliament last Monday . These are the violations of people's rights that we are concerned about. There has been a lot of protest going on . A taste of excitement. If there has been a government in Sri Lanka's history, not a single water cannon has been used against the people during this period of rule. Not a single tear gas can be used against the people. This is that kind of thing. Where is anyone being bullied about democracy ? At one point, there was a prison clash in Matara. Tear gas has been used to try to break into the prison, limiting it to the prison itself . This is not a camp that would be used to suppress a popular struggle in the country without using tear gas or water cannons . We are a democracy, we want a state where the people we want can control it . If we don't make it too, we know who will, who will? People want to question the ruler. Give them the right to protest before the ruler for their rights . You know there are protests in front of the Presidential Secretariat. You have to give the right. There is freedom. You have to give the right . Why do we need a government that guarantees people their democratic rights moving forward? Therefore, if we take a closer look at how many media outlets have been threatened by this parliament, how many journalists have been threatened, how many media outlets have been targeted by this parliament, and how many attacks have been launched against them. History is like that. But after all this, we know that democracy means that the citizens who are entitled to that democracy must also come to their senses . Democracy must be liberated. But there is a problem in some of our political circles. They are not used to acting democratically and freely. What are their habits ? They acted out of fear and surrender. So how do you present your opinions in a democratic, free space? How do you fight your battles? How does democracy fight? Is it possible to fight in a democracy? I went to the house of the Secretary of the Ministry of Finance. There is a lot of fighting going on in front of the Ministry of Finance. Democratic. There will be many battles in front of this parliament. Democratic. Our secretariats at the Ministry of Education are democratic. But going to the Finance Ministry secretary's house is a disgrace. Why? There is a very small group that does not know how to enjoy freedom in a democratic country . How do you protect the civility of your own people in a democratic country ? How can a democratic country define the limits of its own freedom within itself? That's not an idea. They say what they can say. We have already given up . We know that in this society, I know that if parliamentarians come down to raise this sengkol as usual, what will happen on the other side of the opposition? The government is falling. Where did you get off before? But not a single government member came down from this bench. Why ? In this country, there has always been a heroic act by the opposition to carry this flag. Protecting the group from being carried away is a heroic act. That was all. But carrying this saree is a shameful act. What people are doing is carrying a stele on their shoulders, not a heroic act. As an act of disobedience. Okay. You guys know what's going on here. If you come to pick up the shovel, you'll be fighting on both sides. One is holding it, trying to pull it away, but the other is unable to lift it. The other one is like that, the system needs to come to the house. I saw two MPs in this country, where were they sitting in the opposition, and all the others were sitting down. Okay, thank you to those two who were standing there. Tell me that too. Right? Now, if you want to set an example of civility, start somewhere. This is one of the videos I've seen . Okay, that's why I'm saying that. Okay, what do you want from this? I have seen in this Parliament the freedom to speak as much as you want, the freedom to fight as much as you want, the freedom to be free No matter how hard we try, Tissa has never been able to limit the viewing to the first hour, even for a long time. It's still not possible. I'm not saying that something that's impossible now is the same as it was before. We have been unable to keep the 27 questions within that limit. We have been unable to keep the issues within that limit. It's okay. But we have to come to our senses from somewhere . What regulations do we have? There are some orders. We need to bring this country to some kind of positivity. I think the best place to start is with this Parliament, I request. In particular, we know that we have set foot on a very long and stable path for this country . So what do we say? We are turning these pages at the most important stage of the necessary steps to transform this country . The next thing I saw was a lot of praise for this court. I have made a request to the Chief Justice regarding whether or not he has appointed the judges of these High Courts . He has sent a very long explanation . What is the reason? Because we are not looking at the retirement of one judge from one court . We are wondering about the viability of the entire judicial system . Several high courts are closed today. The High Court has requested a Tripugala High Court, but the Chief Justice has not appointed any judges to the Tripugala High Court . Also, in some places, our judges are working more than just a few of our three-judge courts . Therefore, there are a large number of vacancies below. We need to move forward with our arms around the bottom. Currently, we, the Adhikari Rani Kuma, have given permission to hire new teachers. As far as I know, interviews are currently underway. Of those, 33 people have been selected . But I don't know how many will be selected after meeting for the interview at 33. Because we need to recruit people with such abilities and capabilities into this field. Therefore, we must make a decision on the appointment of judges to the Supreme Court without allowing the lower courts to collapse. The lower courts have incurred a large amount of losses, and we have had to close several large courts, several additional courts, and several magistrate courts . So, this is what we do with all of that. Prime Minister Mintha has sent a clear explanation about it . He has also given us an idea of the expectations for these appointments. Therefore, we can resolve any disputes that arise in the Supreme Court within a very short period of time . I've never seen them before. They're keeping these things to get a verdict on a case. I don't think there's anything more insulting to judges than that. That means there are several losses. They said that if you rule in favor of the government, they will give you these things. Do n't make our judicial system miserable like that. Don't insult the judges like that. I know the judges are working very long hours today. Also, a very large number of cases have begun to be heard . Right? They are working hard, are n't they? They are diligent in enforcing that law very well and providing the necessary relief to those victims . We have no need to control the judiciary at all . We have no need to control the media . We do n't need to control protests. As you all know, the media was always divided. It's none of our business, right? They have the right to criticize. We have the right to question them. You have the right to complain if there is a mistake in the government . But at the same time, I believe they will learn what their intellectual framework is that we are going to teach them. But they learn at any time. They need to understand their place in society at all times . Is the media just sitting on the old garbage heap? If society moves forward, the media's existence in society will be jeopardized.
